What do you call alloy wheels with with an "extra" wheel that moves with the wind / motion of the car?
The "extra" wheel looks and works somewhat like a pinwheel. They move even when car is stopped. You can see an example of it in Ice Cube's Lincoln Navigator in the movie "Are We There Yet?"
