Who do you contact when you have a bad professor?

My classmates and I have been having some serious issues with an online professor at our local community college. We have contacted his direct supervisor, the liberal arts chair, but she is not dealing with this issues properly. Who should I go to next?

My son went to a very good university and had a very bad professor in his freshman year. Basically, the guy had been brilliant but was too old to be there and kept falling asleep in class, etc. A GROUP of the students went to the head of the department with a list of their complaints and said they'd be seeking legal advice about not getting their money's worth from the school, which, incidentally, charged very high fees. The guy was gone the next week, and the head of department gave them all "B" for the class because it was too late in the semster to start over. There is strength in numbers.
